Government procurement is one of the largest sources of business opportunities in India. For first-time bidders, however, the process can feel overwhelming. This guide breaks it down into simple steps.
1. Choose the right portal
Central government buyers publish requirements on the Government e-Marketplace (GeM) and the Central Public Procurement Portal (CPPP). Many states and PSUs also run their own e-procurement portals. Start with the portal where buyers for your product or service are most active.
2. Keep your basic documents ready
- PAN and GST registration
- Udyam (MSME) registration, if applicable
- Bank details and a cancelled cheque
- Company profile and past work orders / experience certificates
- Financial statements for the required years
- A Class 3 Digital Signature Certificate (DSC) for online bidding
3. Read the tender document carefully
Every tender lists eligibility criteria, technical specifications, required formats and deadlines. Make a checklist for each tender — most rejections happen because of a missing document or an unsigned format.
4. Prepare technical and financial bids
The technical bid proves you are eligible and capable; the financial bid contains your price. Prepare both carefully and double-check every upload before submission.
5. Submit early and track
Portals can slow down near deadlines. Submit at least a day early, save your acknowledgement and track the bid status regularly.
